Communicating with at-risk populations is vitally important to protect health, especially during an emergency. This communication is particularly challenging when at-risk populations are hard to reach, geographically or culturally isolated, limited in their English proficiency, or disabled in a way that affects communication.
This chapter discusses several innovative ways that groups in North Carolina are communicating with at-risk populations, offers tips to foster communication and education, and provides an in-depth look at the 2-1-1 system and Local Information Teams.
